On June 27, 2007, I received FedEx Priority Overnight package 791330246734 (reference number, dmc1435), from the National Transportation Safety Board; NTSB.

Page 1 is tan in color and typed on NTSB (National Transportation Safety Board - Office of Administrative Law Judges) letterhead. Page 2 is typed on white typing paper with no letterhead. Page 1 has an official Government watermark. Page 2 has no watermark.
On June 27, 2007, Chief Judge William E. Fowler Jr. was unavailable to receive my phone call. I asked the unidentified woman (NTSB Lawyer) who joined the conversation to give Judge Fowler a message. My message was as follows; “Please tell Judge Fowler that he presents FALSE, INCORRECT information in paragraph 2 of his June 26, 2007 letter.”
The NTSB Lawyer said she had Judge Fowler’s June 26, 2007 letter in her hand.
I told the NTSB Lawyer, that the sentence in paragraph 2 which states, “Board Order was served on January 31, 2005”, was a FALSE, INCORRECT statement. I never received NTSB Order EA-5137 in 2005. I told her I received NTSB Order EA-5137 today; June 27, 2007 (2 and a half years after the service date).

The NTSB Lawyer was unable to locate the green card (signed U.S. Mail return receipt request), or any other Legal Delivery Confirmation from FedEx, UPS, or any other courier; confirming delivery of the January 31, 2005, NTSB Order EA-5137 to my address in Garfield Heights, Ohio.
I asked the NTSB Lawyer what the Docket Number was for the Appeal of my September 5, 2006, FAA denial of my First Class Medical Certificate. The NTSB Attorney failed to reveal/assign a Docket Number. A third unidentified female voice (who refused to give her name; calling herself my “Case Manager”), ended the conversation by hanging up the phone.
The Attorney Fraud at the NTSB is the same as the Attorney Fraud at United Airlines. The Legal Strategy is the same; prevent a person’s right to due Legal Process by not serving the Legal Papers or processing Appeals.
